Short answer: yes.
To do it simply execute
tazpkg set-release cooking
Then
tazpkg get-install freerdp
Then
tazpkg set-release 4.0
You forgot the tazpkg recharge between the steps. Also this isn't a recommended action. It will work for packages with minimal requirements that doesn't replace system packages, but might break your system with packages that do replace system packages.
I understand, that it may break a system. But in fact there shouldn't be a problem with non-system software. Sometimes it's very important to use fresh version of some software in stable OS.
