Thank kultex and mojo.
I continue to study the issue. Accidentally discovered that the layout switches the keyboard shortcut "Ctrl + Shift". At the same time instead of Cyrillic characters appear the same empty boxes or question marks. With that try to understand. But where can you change the keyboard shortcut? setfont Cyr_a8x16
that the Cyrillic characters are displayed correctly. You can use other fonts.But when typing in the console, there are still question marks (although the system understands the text).

I installed slitaz-cooking-base on the hard drive in VirtualBox. Slitaz loaded with the parameter
lang=ru

the problem is, that in slitaz isos there is only installed kbd-base and ther are no fonts in kbd
so you have to install the kbd package - as root "tazpkg get-install kbd"
and now you can do what is described in the link with setfont
available fonts from the link are:
/usr/share/kbd/consolefonts/koi8-14
