Depending on the processor, you'll probably only get it to barely work using something like slitaz-loram-cdrom or tinycore. It's even less likely running the latest firefox. There is just not enough RAM! I know of only one graphical micro-linux that runs in 16Mb of RAM, but even then firefox will still be too heavy for it.

If you format it as a linux swap, then yes. RAM heavy programs will still try to use most of your RAM though, but you should be able to run Midori without problems and maybe Firefox 1.5 if you can find a copy.

oldest versions of FF are here (oldest one is 0.8 and there is a tar file with the sources, just in case)
https://ftp.mozilla.org/pub/mozilla.org/firefox/releases/
Not sure also how you would get flash card to run efficiently on an old PC (including, from a bandwidth perspective).
32 MB sounds like a PC older than 1998 (I remember my professionnal labptop in june 98 with 32MB standard plus 16 MB ram extension....). Don't make your breath depend on that....By the way i think it was running windows95.
You could try to find some old version of Solaris if they still exist, I remember running Netscape on Solaris before then ;)
