Looks like jwm is a poorly unpopular nowadays. I thoughts because of it's own solutions (at least in the SliTaz's last 2.2.0 version) that anybody else supported. Not XDG / Freedesktop, I mean.
If you love jwm, if you use jwm, and if you want to make jwm working better in the SliTaz -- you're welcomed to make your improvements! Please, tell us here on forum, or in the mailing list. Sorry, I not use jwm and know nothing about its problems.
For such cases, the old SliTaz, using JWM, did have the easy to use StartUp Command in the .jwmrc!
Sorry, but ~/.jwmrc used only by jwm. I not joke.
But standard exists: XDG Autostart Specification.
What is the SliTaz solution to add starting up functionalities to the LX window manager?

LXDE in the SliTaz is shipped with LXPanel.
LXPanel is shipped with a bunch of applets you can add or remove from panel.
One of LXPanel's applets let you easy add keyboard layout indicator onto panel. And it let you easy configure all touching keyboard layouts: keyboard model, the list of your layouts both with variants, layout switch combination, and other options.
Coming back to JWM is not possible (because the old menu routine is not implemented).
I told you, if you want to make it better / make it working...

Actually we start desktop applications via Openbox autostart.sh
script, but it's not portable and we need custom start scripts for
each WM. Using XDG standards will let us have some start applications
for all installed WM.
For LXDE I think we'll use LXSession and LXSession-edit. Razorqt is
standards compliant as well as XFCE. They will use files in
/etc/xdg/autostart and ~/.config/autostart
To make XDG work we also need to export some variables at session start,
and so to manage these vars and non compliant WM we should have a
slitaz-xdg script.
And how you like other item in the Roadmap?
- Play html5 videos in Midori/Firefox (feature or add-on package)
