Hi lego,
I brushed away the dust from my old SliTaz 4.0 (seems you using it) and tried to recharge the lists...
# tazpkg recharge

No problems? File "packages.txt" loaded as well. But I see IP are different from yours.
You can remove the file /var/lib/tazpkg/ID
and retry again.
Lets dig it. Your IPs:
mirror.slitaz.org (188.165.229.172:80)
My IPs:
mirror.slitaz.org (212.83.135.187:80)
download.tuxfamily.org (88.191.250.18:80)
I retried recharging and got an error:

Last packages.list is ready to use. Note that next time you recharge the
list, a list of differences will be displayed to show new and upgradeable
packages.
Oh, something interesting!
Here two IPs of the same server:
download.tuxfamily.org (88.191.250.18:80)
download.tuxfamily.org (88.191.250.171:80)
I tried again and now all OK with this server:
download.tuxfamily.org (212.85.158.13:80)
I think our SliTaz servers (mirror.slitaz.org as a swith server, mirror1.slitaz.org, mirror2.slitaz.org, mirror3.slitaz.org) both with tuxfamily servers (download.tuxfamily.org) has a large pool of ID addresses, and sometimes few combinations of requests and IPs returned errors.
I can't advice any, only to remove /var/lib/tazpkg/ID
and retry again.
