can rtmpdump be included in programs that can be installed?

You not showed your SliTaz version, but I guess what you mean.
According to web search SliTaz already have rtmpdump package, and of course you can install it.
But really SliTaz 4.0 does not have it. Yes, like any of 3.0, 2.0, 1.0 versions.
Is not that a reason to upgrade to the new version? — in the page footer you'll see number of available packages:
