How to configure sudoers file property

Can you help me how to configure sudoers properly that met this criteria?

For nonroot user (for example tux) requires root password for all commands except mount, umount, poweroff, losetup, and reboot which does not require root password. Also the sudoed command will not execute if the entered root password is wrong
