eudev hotplugging issue on xorg

I installed to xorg 1.19.3 on TazPuppy. I enable AutoAddDevices on xorg config. I noticed that xorg hotplugging (unplug and plug usb mouse while xorg is running) works at eudev 3.2.4. However, when I changed eudev to later versions (3.2.7 and 3.2.9), hotplugging does not work. The newly plugged input devices will work if Xorg was restarted.

Any ideas why Xorg failed to communicate with later eudev?
