Changing local time isn't working

I have installed glibc-locale, and edited the correct files from other posts on here, but nothing seems to work. I can't change the time to EST, or US/Eastern. Changing it, then syncing it with the server just keeps the current UTC time. Am I missing something here? I also can't just find a manual way to set the time either.

You may have to restart for it to take effect. I always have to and it's kind of annoying... >.>

Restarting was the first thing I did after it didn't work immediately.

Menu/Run

subox tazctrlbox

Time tab/Timezone:America/New_York

click ->Change button/Exit
