Best way to install for HDD load into RAM, keep persistent /home and no desktop just command line

I am trying to work out the best way to install to a SATA HDD but load into RAM on start up but keep settings in /home.  The reason I want to load into RAM is to allow power down at any time as the target systems are going on to passenger buses that will be switched by power down and not follow any formal log out first.

The system then reads data from a CF card and distributes over TCP/IP.  We don't want a desktop as I intend to create our own graphic interface using SVGAlib library [lightweight and simple], so we want to boot, load services and then straight into our own program (may be we should be using Tiny as this is embedded.  We have finished code for TCP/IP transfer and it works well.
