Right Click the Desktop brings up Desktop Menu
Desktop Files & Icons > Add new icon
or
Applications Menu/Preferences/Desktop icons

pcmanfm (which manages the desktop and file manager) arranges icons based on age rather than allowing you move them around. Other desktop managers allow you to move them around, but will require you to set them up instead. A possible option would be to try using Icewm instead of Openbox and Pcmanfm.
And before you say it, you're expecting 35Mb micro-linux to do what you get in Multi-Gigbyte Operating Systems. To put it in perspective, the original Windows 95 used ~180Mb installed compared to SliTaz 4's ~160Mb installed. Some functionality got lost in the crunch to save space, but atleast you can still change the wallpaper - unlike Windows 7 Starter.

Interesting fact is that the latest pcmanfm's desktop does allow you to move around the icons like you please, but it has a few other bugs that keeps us from using it.
