impossible to switch keyboard

I change keymap with the menu, restart X , but will not change to german keyboard

stable: /etc/X11/xorg.conf

cooking: /etc/X11/xorg.conf.d/40-Keyboard.conf

Section "InputDevice"

Add above EndSection:

Option      "XkbLayout" "de"
