gentoo is trying to stop udev craziness
quite a drastic choice

looking for "udev fork" will get many results. is it the right way to solve issues?

Sure, it is. Gentoo is a customisation god (well, it used to be), so it's not surprising that they forked udev before it got glued to systemd.
