I am in Boston, currently it is 3:00pm EST.
My clock (in lower left corner) says 19:00 even after setting to America/New_York and syncing with system time and online servers.
How do I get my clock to display 3:00pm?

Linux computers sync their hardware clock to a UTC timeserver. Offsets are added in software so your system displays your localtime.
From your description slitaz system time 19:00 minus your localtime 15:00 (3PM) is an offset/difference of 4 hours which is the difference of UTC from your localtime. This 4 hour offset is from America/New_York in timezone setting.
Something has set your hardware clock to localtime,is it windows?
Windows sets the computers hardware clock to localtime with no offset between hardware and system time.
If your dual booting same hardware with windows/slitaz replace America/New_York with UTC on slitaz.
Let windows keep your hardware clock in sync with your localtime.
Setting Timezone UTC in slitaz there is no offset between hardware and system time, slitaz software clock will display your localtime.

Note: I was still getting UTC time until I input the full file path
/usr/share/zoneinfo/America/New_York
to SliTaz Control Box->Time->Timezone
