cupsd.conf issue

I noticed that each time cupsd starts, it moves the existing modified version of cupsd.conf file into cupsd.conf.O and uses a copy of the cupsd.conf.default file as the cupsd.conf. Not sure this is a bug or not but the only way to get around this was to make my modifications in the cupsd.conf.default file.
