I was installing some programs and than i had this:
root@slitaz:/home/tux# tazpkg get-install clamav
/usr/bin/tazpkg: line 2958: can't open /var/cache/tazpkg/4.0/packages/clamav-0.97.3.tazpkg: no such file

What version of SliTaz are you using and did you use the SliTaz Packages Manager? I have SliTaz 3.0 stable and I just installed the same program using their package manager and had no problem.
I'm usin 4.0 stable.
I was using Packages Manager, but it stucked then I tried via Terminal and got this message, and I also think that my mirrors are gone.....theres nothing there

Open your "Package Manager", click on "Configuration" tab and on Mirror URL, type "http://mirror.slitaz.org/packages/4.0". Once added, you can recharge your list and see if that works.

I have a similar problem, once, the mirror respond very slow, I stop tazpkg upgrade, and then tazpkg refuse to sync repo.
Your precedent post confirm this:
can't open 'files.list.lzma': Arquivo existe, the several files exist but corrupted (download not completed).
For resolv this i suggest this, remove files in /var/lib/tazpkg/ :
rm -r /var/lib/tazpkg/packages.* /var/lib/tazpkg/file.list.lzma /var/lib/tazpkg/ID
And re run tazpkg recharge && tazpkg get-install clamav
EDIT: I retry this in VM for test, and confirm it works.
