after installing it, you must install non-free drivers released by your graphics card's vendor; without them you couldn't use 3d accelleration graphics

It might be possible if you converted over the debian packages found @ http://packages.debian.org/lenny/lincity-ng and http://packages.debian.org/lenny/lincity-ng-data using the tazpkg convert command and then installing them with tazpkg install.
Funny enough, I've already converted over two of the major dependencies, namely physfs (http://www.trixarian.za.net/downloads/libphysfs-1.0.tazpkg) and zlibg (http://www.trixarian.za.net/downloads/zlib1g-1.2.3.3.tazpkg) - both of which can also be installed with the tazpkg install command. All you'll need after that would be all the sdl packages provided by slitaz, namely libsdl, libsdl-gfx, libsdl-image, libsdl-mixer, libsdl-net and libsdl-ttf - all of which can be installed with the tazpkg get-install command.
Btw, you do not have to be root to use the tazpkg convert command, just cd to the folder with the debian packages and type tazpkg convert file.deb and let it do it's magic. However, to use the tazpkg install and tazpkg get-install commands requires you to be root - meaning you have to use the su command to get there. All I can say is that I wish you luck and if you have any more questions or require a more detailed and step-by-step explanation, then give me a shout.
