Hi, firstly you need to know what are the important directories for each component: Openbox theme, GTK, Slim.
- for Slim the main configuration file is /etc/slim.conf and themes are all located in /usr/share/slim/themes (Slitaz default one is there in slitaz subdirectory)
- for Openbox themes are located in /usr/share/themes. The ObConf graphical configuration utility for Openbox seems to be able to create a “theme archive”, you may give a try...

There is also lxappearance (it's called Appearances GTK+ in the Preferences menu) which you have to use for GTK Icons and Displayed Themes. At the moment SliTaz only supports Clearlooks and Murrine GTK themes. Cooking however has one more named gtk-engines-rezlooks aka Rezlooks.
I do remember pankso mentioning he was working on something that could make themeing easier. So we just have to wait and see ;)

are there no themes for slitaz?

Well, we have generated some themes for the up and coming SliTaz 4 which you can still use with the current stable here: http://forum.slitaz.org/topic/artwork-for-4-0/page/2 - all my links are dead because of a fatal loss of web host, but should be up again eventually.
Themeing is a little weird in SliTaz. You have to select GTK themes and the icons using lxappearance and having them in ~/.themes and ~/.icons respectively (or the global locations /usr/share/themes and /usr/share/icons). When copying icons or mouse cursors, it's better to extract and move them by command line to preserve any symlinks that may have been created between files (I learned this the hard way). Openbox themes can also be paired into the same folder as the GTK themes and can be selected with Obconf. That leaves only mouse cursors, which are required to be in ~/.icons or /usr/share/icons and needs you to manually modifying both the ~/.Xdefaults (it's hidden) and /usr/share/icons/default/index.theme to have the right cursor sets name in there (default cursor set is called polar).
You can find everything separately by using box-look.org or gnome-look.org, but aim for themes that use true GTK rather than images and which uses a compatible engine that SliTaz can run.
SliTaz does come with the awesome Murrine themes in package form. You can get them by installing the murrine-svn-themes package from tazpkg (Tazpanel in the latest cooking).
